(Kobbers-Trouble, Danger - Containment, Neutralization, Destruction)

 

(Anything written in color can be considered 'notes in the margins' by Dawn. It's mainly a bunch of in jokes and plot hints)


Biannual Kobber Migration. New location: Whalestrand, Glasetera, adjacent to Scandinavia. Scouts on ground information gathering three month report as follows.


Population: Above average.

Population Concentration: Medium. Battles within city grounds above Class 3 still highly discouraged. Surrounding forests and rocky terrains appropriate for battles up to Class 6, depending on exact circumstances. Area very humid, forest fires B-Rank concern, containable by Evacu-8 barring certain or extreme circumstances.


Notable Forces On Ground


Overseer: Easter Solfrid. Arete Ananke remaining behind in Agama. Primary bodyguard: Gene Sasaki (see attached file: Godhand Apparatus)


ZFPD Probation: Ryoko Onotashi. Utilized Keys (see separate file) to manipulate main overseers of Cosineau Group two years ago. Plan thwarted, tool of plan confiscated by Cirnoil (see Cirno, Cirnoil, Heart Star), Ryoko ended up in deep coma for year before awakening during the One Day War in October 2022. Turned herself in. Under deep supervision. Unknown loyalties. Memories still a fog, exact origin still unknown.


Ryoko Aides: Janus Crescent. Sirius Joestar. Dexter.


Janus Crescent: Human-alien hybrid. Superhuman abilities. Blades. Empowered orbs of various uses (See: Materia). Therapy has continued; odds of old life/sufficient trauma to prompt prime counterpart replication emerging are considered semi low.


Sirius Joestar: Vampire, altered through unique pressure point manipulation (See: Stone Mask). Exposed to Stand Arrow. Stand: Ordinary World. Stand more traditional, cannot be seen save for other Stand users. Intercepted before events that transformed Prime counterpart. Blood requirements: any organic blood sufficient.


Dexter: Felis catus housecat of unusual coloration and intelligence. Possesses Red Lantern Ring. Granted Abilities: Flight, energy protection, crude energy constructs, ability to disgorge ‘plasma’ to varying degrees of heat and destructive ability. Temperamental, follows Ryoko out of loyalty for Ryoko avenging his owner’s death.


Semi-Alliance: The Gevaudans, nee The Silvers. Formerly of Decade Mile in Olympia, involvement with Lovecraft incident (see attached files). Plans to attend Agama snarled by Ryoko. Group actually on ground now. Likely high use against supernatural and paranormal threats.


Lyall Curr: Semi-leader. Therian. Trained warrior. Specialized knives.

Chariton "Charlie" Swift: Vampire. Superhuman strength, agility, rapid dental and keratin replication, utilized for weaponization, immune to several traditional vampire weaknesses (wooden stake to heart, holy items, silver), highly vulnerable to fire and sunlight in exchange.

Maeve Curr: Sister of Lyall. Fully human. Extremely skilled archer. Aided Kobbers in Millaarc incident at range last year, did not make contact.

Malachi Dalca: Former “Thunder King” enhanced Therian created by Haruspices (see: Porphyrion, Haruspices, Hadeon). Survived brief Hadeon empowerment, powers left permanently reduced. Still superhuman, minor control of electricity.

Filippa “Pipa” Dafoe: Remaining ‘half’ of Filippa Lucinda Dafoe, split on ‘morality’ level, ‘evil’ half killed by Sine and Bluejay (see: Cuckoo, Mnemovore Incidents.). Altered human known as “Deadman”, femptokinesis, weaker versions of several stolen Deadman talents.


Unknown Alliance: Leviathan


Group of superhumans created through Catalyzation process (See: Stream/Quintessence/Foreverwhere). Ostentatiously on Kobber’s side, but have never really gotten along with them. Enhanced high tech aircraft carrier titled Forever docked in Whalestrand waters. Team briefly split apart, reassembled recently.


Skein: Noel Collins. Team leader. Utilizes unique personal energy projection talent that primarily manifests as white ropes. Not very personable, but trustworthy and honors his word/any deals made.

Techa: Chloe Liu. Semi paralyzed from waist down. Walks and battles with armored warsuit (see: Tony Stark Visit, Carol Stealth Suit).

Helena Tupae: No code name. Magician, serves benevolent other-dimensional being named Decividus (See: Jonas Due). Uncertain powers based around ‘balance’, has demonstrated healing, emotional manipulation, manipulation of various forces via purple smoke. Engaged to Skein.

Beaker: Walt Rod. Expert chemist. Minimal field experience.

“Girl”: Escaped altered human. No name given. ‘Jungle girl’, superhuman Tarzan esque skills, healing factor, implanted metal claws in fingers. Might be a lot more ‘civilized’ then it seems.

Keen: Kimberly Keaton. General superhuman, wields vibrational blade with extreme cutting power. Dating Beaker.

Bombshell: Rena Bowes. Superhumanly strong and durable, capable of incredibly potent punches that can break through armored metal.

Tempest: Serena Blanc. Aerokinetic, able to manipulate air and wind on a high scale, suck air from people’s lungs, generate hurricane levels gusts, fly via wind manipulation, create tornadoes, vortexes, and downward directed ‘wind bombs’. Enlisted in ARMS, achieved rank of Special Air Soldier/Commodore, has briefly resigned (see: Stasis) commission to rejoin team. Presence of SO Ryuga (see: Crystal Heart) or other ARMS personnel unknown.


Forever also has a unit of mercenary soldiers and naval personnel to operate the boat at optimal capacity. Unlikely to get involved with Kobber incidents unless in crossfire or forced.


Clients/Potential Assets Assessment (Based Partly On Movement Requests of Last Two Years)

Julia Ravensky: On goalless quest in Prime Universe. Semi hard to locate. Likely to return solely for emergencies or if someone targets her personal friends (see: Scars, Clawhauser, Spamton, Isabelle)

Merilee “Merry”/”The Joy” Marsello: Training for Brawl championship defense, not planning to return otherwise, barring possible family/Neeko reasons (See: Beckett, Trigger, Neeko). If Trigger decides to defend BBB12 Title with his current bearer instead, may not return at all.

Bernard Maser: Embroiled in legal matters. Return extremely unlikely (see: Poacher Incident)

James Rapanga: Involved in Bernard issue. Return unlikely.

Ian Rapanga: Involved in Bernard issue. Full return unlikely. Possible situational return based on rumor.

Vesper Rapanga: Involved in Bernard issue. Return unlikely.

Sunny Marsello: Attending Weav equivalent of collage. Full return unlikely.

Bastion Marsello: Currently serving as colonel for Sulaco Dispute. Full return unlikely. Situational return possible.


Scars: Currently serving as Guardian of Oasis City in Egypt. Full time return extremely unlikely, possible situational return

Kozue Kaburagi (Ninjette): Dating Bernard, supporting his legal issues, return incredibly unlikely.


Beckett Marsello: Returning, claims to have seen a vision that will require his aid. Unknown duo of protectors assigned (Get that detail). Possible addition of third, likely Cypress Marsello, adopted brother. (See Cypress, Marsello family tree, Brighton Incident)


Others


Kaydence Roberts: Direct Employee, assessed that she will follow assignments orders barring logical exceptions. Very eager. Still somewhat raw. More tempering likely required, but leash can be loosened. (Institute a damn dress code and find out if she’s the source of the rumor that I possess a ‘lewd stash’.)

Tyzien/Syia: Z-Ki warriors, located home universe, attempting to reassemble nakama team. Return highly situational: transfer between universes taxes their unique physiology due to different wavelengths, cannot be done easily.

Donkey Kong: Possibility of full return unknown. Possibility of situation return(s) unknown. Can be hard to locate or pin down. Can just show up at random. Any attempt to recruit for solid effort likely done well in advance. Supposedly wishes for a boxing match against Hibiki (see: Hibiki Championship Run).

Vent: Highly occupied, but my son makes his own time. He can add his own note if he so wishes.

My Children: Likely return for Brawl as observers. Otherwise they know what’s good for them.

Mother: Does what she wants.

Phillip: Second verse, same as the first.


Olive Chu: Likely to attend season. Wild card. Talent highly useful for investigation and mysteries (see: Cibopathy, Tony Chu). Possibly antisocial. Possibly VERY antisocial. Approach either with caution or pure business.


Primary Hazard: MALICE SEPSIS


-Utilizator of destructive/corruptive energy known as keiketsu, Mallus Malefictum, engaged Kobbers in battle at tail end of Season 12.

-Attempted to harm primary enemy Tyzien/Syia with ‘dimensional distortion claws’, manifested ‘ruin’ energies in solid form. Attack deflected, claws shattered, pieces rained down around Glasetera. 

-Pieces ‘infected’ landing locations, opening dimensional rifts to universally ‘negative’ locations. Energies attract aspects of negative dimension, causing potential further corruption and arrival of invasive species. Akin to highly infected wound, rifts cannot simply be ‘closed’, but must be ‘cleaned’ and ‘stitched’ properly.

-In several situations, ‘wound cleaning’ cannot be done unless issue on other side of rift is neutralized. (Think of it as ‘badness’ pouring in that requires a dam). Others more simple to close, can likely be done solely by Cosineau resources. Kobbers likely needed to combat invasive elements.
-Chronal elements become distorted around rifts, meaning things can happen suddenly very fast or take much longer than expected.


OPERATION: MONSTER’S BALL

All properly analyzed rifts and likely needed solutions assessed so far. Exact number of unassessed rifts unknown, believed very low.


Rift A: Disgorged Invasive Element, requires neutralization. Element believed to be in mountains.

Rift B: Disgorged Invasive Element, believed to be first rift to do so. Element has proven highly elusive, but has been seen more, suggesting growing aggression. Likely situational offense needed, based on reports. (Thank everything that Shale didn’t dismiss it as rumors. Even so, a train?)

Rift C: Human Abomination Crisis on other end. Rift transfer incredibly hostile to machines, organic countermeasures likely needed. Must recruit mentally hardened Kobbers (That’s going to be a real problem. We need to keep any Kobbers that has anything resembling kindness in them away from the situation on the other end of that rift. I do NOT want them experiencing it. But it has to be cleaned sooner than later, lest there be contamination. Thankful it is not the atrocity meme virus world. Uncertain if ANY Kobber could handle that without severe mental trauma, even the likes of Jaxx Tantra.)

Rift D: Corrupted location on other end. Currently static, possibly single operator can handle issue. Native force deal attempt likely, more assessment needed if worth it. (That mask is a wild card)

Rift E: Numerous but lesser forces, recruit Kobbers with energy weapons and or attacks for best results. Possible kidnapping threat (specialized target: young girls. Reasons for specialization: Unknown)

Rift F: On water. Has possibly disgorged corruptive element, must be located and neutralized. Construction-based intelligence suggested.

Rift G: On water. Has also possibly disgorged corruptive element. Early analysis suggest highly dangerous humanoid singular foe. Hardy Kobbers in body and mind recommended if needed.

Rift H: On water. Has possibly disgorged corruptive element, attempts to detect uncertain. Possibly underwater.

Rift I: Static, possibly easily closed. Hostile to machinery like Rift C. Readings suggest non-biological function lifeforms in considerable numbers on other end. Can possibly close without assistance. Have noted non-biological function lifeforms amongst Kobbers on standby (See: Chariton, Pekoyama, the “Pizza Vampire”)

Rift J: SEALED. Cleanup performed by Miss Roberts. Possible loose invasive element, keep an eye out for that. (perhaps we should recruit chris spradlin for this/No Phillip. Just. No. Be careful with adding notes too, you're screwing up the font)
Rift K: Actual realm of replicated STEM trial. Bring guns. Do not bring anyone afraid of clowns. (Just my luck. I hope Vince doesn’t hear about that, I’ll never hear the end of it.)

Rift L: Sealing possible without Kobber assistance. If situation evolves, recruit pilots. (Why Power can’t deal with that himself, I don’t know)

Rift M: SEALED.

Rift N: SEALED.

Rift O: Possible Disgorged Invasive Elements. Kobbers comfortable with violence likely required for possibles. (Blasted black ambrosia. Dealing with such revenants one or two at a time is fine. Dealing with a plague of them of all stripes is another)


Other Noted Concerns


Dr. Von Reichter: Glasetera local. VERY likely ‘devil in disguise’, but has kept to himself until recently and does not wish to involve or harm locals. No kindness in that, study highly suggests pragmatism and being purely amoral. Seems more active in last three years; possible escaped experiment. Traces of other experiments suggest possible highly disruptive plans for the planet and the human race, cloaked in ‘what will be needed’. Between proxy/scapegoat (see: Jose) and covering his tracks well, could be well enured to traditional Kobber destruction tactics (The days when we just saw what we thought was bad and smashed it are behind us, and this guy could very well just surrender to police if we find evidence and get lost in the law system and quietly return to his deeds once we’ve moved on. Possible link to incredibly unpleasant past societies, should probably not mention that to the Kobbers)


Jose (Reichter): Believed clone ‘son’ of the doctor, is actually on the ground in Whalestrand. Dabbler in criminal elements, but primary task seems to be attempted capture of escaped experiment. Commands biologically created minions of great strength but minimal intelligence (see: Fixed Ideas), other creatures possible based on studies. More intelligent than he looks in regards to actions and mistakes, but impulsive and easily frustrated. Approach with caution; Von Reichter could easily scapegoat him for all of their combined actions and/or crimes.


Unknown Woman (Codename: The Daughter): Wholly uncertain element, barest data acquired. Current hypothesis: Hypersensitive misassessment possible. If actual danger, possible Background Manipulator, scale unknown (see: Beatrice, Filgara (The Kobbers never dealt with that world or creature, but it’s the closest analog to what this woman might be per my initial assessment)) Further information needed.


Final Conclusion: Highly scattershot, but generally unconnected level of threats per assessment. If overseeing hand in place (see: Phineas Mason, Phillipa Lucinda Dafoe), more information required. General threat assessment level: 2 to 5 (1 being virtually no danger, 10 being planet and beyond at risk of destruction in some form) (So, lots of fires, but no fire from the sky. Let’s hope it actually ends up that way)
